Referring to your letter of the 19th instant, I have the honor to inform you that I have examined the 440 Chinese Emigrants about to proceed by the Ocean and I find that they are all free agents and under no Contract of Service whatever.
As to the mode of examination, each man is asked if he is a free agent, willing to emigrate, and whether he understands whither he is going. He is also asked if he has any Contract of Service, and if he replies to these and other questions, which suggest themselves, satisfactorily,
